Jung Rak-jae, Councillor of Michuhol-gu, "Grade 7 is insufficient, Grade 9 is excessive... Discrepancies in ranks are lowering the quality of administrative services"

Jung Rak-jae, a councillor from Michuhol-gu (Democratic Party, Juan 1·2·3·4·7·8), has strongly criticised the chronic imbalance in personnel allocation at the district office and the ineffective, showy projects.

During the welfare and construction committee's report at the 293rd extraordinary session of the Michuhol-gu council held on the 28th, Councillor Jung pointed out that the principle of 'appropriate personnel placement' has collapsed by meticulously examining the current status of personnel by department.

Councillor Jung stated, "In key departments such as the Welfare Policy Division and the Basic Living Security Division, there is a significant shortage of mid-level staff at Grade 7, while new personnel at Grades 8 and 9 are allocated beyond the quota," and criticised, "When a 5-year employee is assigned the tasks of a 10-year employee, the quality of public service inevitably declines." He particularly noted, "It is a clear failure of personnel administration when some departments have Grade 7 staff remaining while others are short by six people."

Councillor Jung also sharpened his criticism regarding the poor management of the district's population statistics. He questioned, "The district mayor says 440,000 on the broadcast, the election commission data shows 430,000, and the statistical data indicates 410,000. How can we establish tailored welfare policies without accurate data?"

He also pointed out budget waste. Regarding the long-standing 'water-saving toilet supply project', he asked, "What use is a water-saving toilet for patients in nursing homes who use diapers?" and ordered, "Instead of showy administration, shift the focus to public restrooms or senior welfare centres where usage is high."

Regarding the CCTV for monitoring illegal dumping, he stated, "With only one or two enforcement results a year, maintaining a 'heavy CCTV' that is difficult to move and incurs repair costs is meaningless," urging for the establishment of effective measures. He also demanded a paradigm shift in policies regarding food waste reduction support, stating, "Support should be directed towards high waste producers such as restaurants, which have overwhelming discharge compared to households, to maximise waste reduction effects."
