Jung Rak-jae of Michuhol District Council, "7th grade is insufficient, 9th grade is excessive... Discrepancies in ranks are lowering the quality of administrative services"

Jung Rak-jae, a member of the Michuhol District Council (Democratic Party, Juan 1·2·3·4·7·8), launched a strong criticism against the chronic imbalance in personnel allocation at the district office and the ineffective showcase projects.

During the welfare and construction committee's work report at the 293rd Michuhol District Council temporary session held on the 28th, Council Member Jung pointed out that the principle of 'appropriate personnel allocation' has collapsed by meticulously examining the current personnel status of each department.

Council Member Jung stated, "In key departments such as the Welfare Policy Division and the Basic Living Security Division, there is a significant shortage of 7th-grade personnel, while new hires at the 8th and 9th grades exceed the allocated positions," and criticized, "When a 5-year employee is assigned the tasks of a 10-year employee, the quality of public service inevitably declines." He particularly noted, "It is a clear failure of personnel administration when some departments have surplus 7th-grade personnel while others are short by six."

He further sharpened his criticism regarding the district's poor management of demographic statistics. "The district mayor claims there are 440,000 residents on broadcasts, while the election commission's data shows 430,000, and statistical data indicates 410,000," he questioned, "How can tailored welfare policies be established without accurate data?"

He also pointed out budget waste. Regarding the long-standing 'water-saving toilet supply project,' he remarked, "What use is a water-saving toilet for patients in nursing homes who use diapers?" and urged, "Instead of showcase administration, shift the focus to public restrooms or senior welfare centers where usage is high."

Regarding the CCTV for monitoring illegal dumping, he stated, "With only one or two enforcement results per year, maintaining a 'heavy CCTV' that is difficult to move and incurs repair costs is meaningless," and called for the establishment of effective measures. Additionally, he demanded a paradigm shift in policies, stating that the support project for food waste reduction should focus on high-output sources like restaurants rather than households to maximize waste reduction effects.
