
Jung Han-sol, a Bupyeong District Council member (Independent, Sangok 1 & 2-dong, Cheongcheon 1 & 2-dong), has been actively engaged in rigorous legislative activities to assess the transparency of hiring in public institutions under Bupyeong District and the direction of administrative digital innovation.
During the administrative welfare committee's report on the Bupyeong Facility Management Corporation's operations at the 274th extraordinary session held on the 28th, Council Member Jung delved deeply into the hiring process for temporary workers.
Council Member Jung stated, "Even for temporary or short-term positions, the hiring process must be as transparent and fair as for regular positions," and ordered, "From the assignment of application numbers to the post-management of successful candidates, ensure that there is no suspicion from an external perspective by managing it thoroughly."
In particular, Council Member Jung pointed out the recent case of temporary hiring for park and green space maintenance, which recorded a competition ratio of 3.4 to 1, saying, "Cases where individuals resign just a month after successfully passing can deprive other candidates of opportunities."
In response, the director of the Facility Management Corporation stated, "We are ensuring fairness through blind hiring and physical tests, and we are minimizing gaps through a preliminary successful candidate system." Council Member Jung requested that the audit office take a closer look at the hiring sector during future audits of affiliated organizations.
Furthermore, Council Member Jung also provided suggestions regarding the corporation's digital transformation policy. He emphasized, "While the introduction of AI and digital technology contributes to improving administrative efficiency, it can pose another barrier for those who find it difficult to use digital devices," and stressed the need for careful direction to ensure that no one is left behind in the process of innovation.
Meanwhile, in an inquiry directed at the planning and budget department, Council Member Jung highlighted the achievements in improving the organizational culture of Bupyeong District. According to the data released by Council Member Jung, the satisfaction rate of Bupyeong District public officials regarding organizational culture improvement surged from 27% in 2024 to 66% in 2025, more than doubling.
Council Member Jung encouraged, "The organization must thrive for Bupyeong District to thrive," and added, "As positive changes such as improvements in work methods and the spread of work-life balance have been confirmed, I hope you will continue to strive to create an environment where public officials can feel pride and work effectively."
