
Jung Han-sol, an independent councillor for Bupyeong District·Sangok 1·2-dong, Cheongcheon 1·2-dong, has been actively engaged in rigorous legislative activities, examining the transparency of recruitment in public institutions under Bupyeong District and the direction of administrative digital innovation.
During the 274th extraordinary session of the Administrative Welfare Committee on the 28th, Councillor Jung focused on the recruitment process for temporary workers at the Facilities Management Corporation.
Councillor Jung stated, "Even for temporary or short-term positions, the recruitment process must be as transparent and fair as for permanent positions," and ordered, "From the assignment of application numbers to the post-management of successful candidates, ensure that there is no suspicion from an external perspective by managing it thoroughly."
In particular, Councillor Jung referred to the recent case of temporary recruitment for park and green space maintenance, which recorded a competition ratio of 3.4 to 1, pointing out, "Cases where individuals resign just a month after successfully passing can deprive other candidates of their opportunities."
In response, the chairman of the Facilities Management Corporation stated, "We are ensuring fairness through blind recruitment and physical tests, and we are minimising gaps through a preliminary successful candidate system." Councillor Jung requested that the Audit Office examine the recruitment sector more thoroughly during future audits of affiliated organisations.
Councillor Jung also offered suggestions regarding the corporation's digital transformation policy. He emphasised, "While the introduction of AI and digital technology contributes to improving administrative efficiency, it can pose another barrier for those who find it difficult to use digital devices," and stressed, "It is necessary to set a careful direction to ensure that no one is left behind in the process of innovation."
Meanwhile, in an inquiry directed at the Planning and Budget Department, Councillor Jung highlighted the achievements in improving the organisational culture of Bupyeong District. According to the data released by Councillor Jung, the satisfaction rate of Bupyeong District public officials regarding improvements in organisational culture surged from 27% in 2024 to 66% in 2025, more than doubling.
Councillor Jung encouraged, "The organisation must thrive for Bupyeong District to thrive," and added, "As positive changes such as improvements in work methods and the spread of work-life balance have been confirmed, I urge you to continue working towards creating an environment where public officials can feel pride and work effectively."
