Jung Yu-jeong, Bupyeong District Councillor: “Public Projects Must Break Away from Familiarity and Change... Emphasising Resident-Centred ‘Autonomy’”

There have been calls for Bupyeong District's public projects to break away from the ‘practices’ of similar project content and the repetitive participation of specific organisations each year. It has been pointed out that the focus should be on strengthening resident-centred autonomy rather than on administrative convenience and efficiency.

During the 4th Administrative Welfare Committee meeting of the 274th Bupyeong District Council temporary session held on the 2nd, Councillor Jung Yu-jeong (Democratic Party of Korea·Bupyeong 3-dong, Sangok 3·4-dong, Sipjeong 1·2-dong) made this statement while listening to the 2026 work reports from key departments such as the Autonomous Administration Department, Women and Family Department, and Welfare Policy Department.

In her inquiries that day, Councillor Jung stated, “Although I have emphasised this several times through administrative audits and work reports, looking at the results of public projects conducted over the years, the project contents are very similar and the participating organisations have not changed,” and pointed out that “a major change across all public projects is necessary at this time.”

In particular, Councillor Jung mentioned the guidelines from the Ministry of the Interior and Safety, emphasising that “we must strictly evaluate the organisations that have monopolised projects for a long time and widen the pathways for new entities to enter.” This is interpreted as a measure to prevent the ‘entrenchment’ of certain organisations in public projects and to ensure fairness in budget execution.

She also addressed the difficulties faced in the administrative field. Councillor Jung noted, “Projects that involve direct participation from residents may appear to require a lot of effort and seem inefficient from the perspective of administrative agencies due to the immature handling of results or settlement reports,” but she stressed that “even if there are trial and error, having various organisations and residents participate in the district administration and voice their opinions is the true direction for the development of local autonomy.”

Finally, Councillor Jung urged, “Please make administrative efforts so that many innovative and diverse organisations that are concerned about the development of Bupyeong District can apply for this public project,” concluding her inquiries.

In response, the heads of each department expressed their intention to actively reflect the guidelines from the Ministry of the Interior and Safety and the recommendations from the council to ensure objectivity and diversity in the public project selection process.
