Jung Yu-jeong, Bupyeong District Council Member: "Public Projects Must Break Away from Familiarity and Change... Emphasizing Resident-Centered 'Autonomy'"

There has been a call for Bupyeong District's public projects to break away from the 'practice' of similar project contents and repetitive participation by specific organizations every year. It has been pointed out that the focus should be on strengthening resident-centered autonomy rather than administrative convenience and efficiency.

During the 4th Administrative Welfare Committee meeting of the 274th Bupyeong District Council held on the 2nd, Council Member Jung Yu-jeong (Democratic Party·Bupyeong 3-dong, Sangok 3·4-dong, Sipjeong 1·2-dong) expressed this while listening to the 2026 work reports from key departments such as the Autonomous Administration Division, Women and Family Division, and Welfare Policy Division.

In her inquiries, Council Member Jung stated, "Although I have emphasized this several times through administrative audits and work reports, looking at the results of public projects conducted over the years, the project contents are quite similar, and the participating organizations have not changed," and pointed out that "a major change across all public projects is necessary at this time."

In particular, Council Member Jung mentioned the guidelines from the Ministry of the Interior and Safety, emphasizing that "the evaluation of organizations that have monopolized projects for a long time should be strict, and pathways for new entities to enter should be widened." This is interpreted as a measure to prevent public projects from becoming the 'privilege' of certain organizations and to ensure fairness in budget execution.

She also addressed the difficulties faced in the administrative field. Council Member Jung noted, "Projects that involve direct participation from residents may appear to require a lot of effort and seem inefficient from the perspective of administrative agencies due to the handling of results or settlement reports being inexperienced," but she stressed that "even if there are trial and error, the participation of various organizations and residents in the district's administration and voicing their opinions is the true direction for the development of local autonomy."

Finally, Council Member Jung urged, "Please make administrative efforts so that many innovative and diverse organizations that are concerned about the development of Bupyeong District can apply for this public project," concluding her inquiries.

In response, the heads of each department expressed their intention to actively reflect the guidelines from the Ministry of the Interior and Safety and the recommendations from the council to ensure objectivity and diversity in the public project selection process.
