Incheon Bupyeong District Council has called for meticulous administration to protect the rights of residents in using sports facilities and to ensure the stable operation of youth welfare facilities.

Bupyeong District Councillor Jeong Yu-jeong (Democratic Party·Bupyeong 3-dong, Sangok 3·4-dong, Sipjeong 1·2-dong) emphasised thorough post-management during the major business report of the Autonomous Administration and Sports Promotion Departments at the 274th extraordinary session held on the 30th, urging that newly introduced systems should not lead to inconveniences for residents on the ground.

Councillor Jeong first checked the status of the establishment of the ‘Resident Priority Reservation System’, which is set to be implemented through a revision of the ordinance, by questioning the Sports Promotion Department. She stated, “As the system is introduced starting with Ilshin Badminton Court, there may be inconveniences or unexpected difficulties for residents during the initial operation process,” and emphasised, “Please monitor closely throughout the pilot operation period and share the results with the council to provide practical assistance.”

In response, the head of the Sports Promotion Department said, “We plan to complete the system establishment between February and April,” and assured, “We will prepare for smooth operation.”

She also expressed concern regarding the personnel issues that arose during the recruitment process for the head of the ‘Youth Dream Narae Centre’, which falls under the Lifelong Education Department. Councillor Jeong mentioned the difficulties encountered during the recent head replacement process and pointed out, “I am concerned that the instability of the centre’s operation or conflicts related to personnel authority may adversely affect the youth of Bupyeong District who are supposed to receive services.”

In particular, she highlighted the structural limitations where the responsible department is the Lifelong Education Department, but the actual personnel authority lies with the Cultural Foundation, stating, “To prevent such confusion from recurring in the future, the department must maintain its focus, and if necessary, we will actively support it at the council level,” encouraging organisational stabilisation.

Finally, Councillor Jeong pointed out that the report on the operation status of the ‘Workplace Childcare Centre’ was brief compared to previous years, urging that matters related to the welfare of public officials, such as the expansion of childcare classes, should not be neglected.

Councillor Jeong stated, “The end of all administration ultimately connects to the quality of life of citizens,” and added, “I will continue to pay attention so that even the smallest voices from the field can be reflected in administration.”
