Yoo Jeong-ok, Bupyeong District Councilor, Completely Revises Ordinance Supporting Council Research Groups

The Bupyeong District Council has completely revised the ordinance supporting council research groups to institutionally strengthen the policy research activities of council members. The aim is to enhance the policy production function beyond simple administrative oversight.

During the recently held 274th extraordinary session, the Bupyeong District Council's Operating Committee approved the original proposal of the 'Comprehensive Revision of the Ordinance on the Formation and Support of Bupyeong District Council Research Groups' introduced by Councilor Yoo Jeong-ok (People Power Party·Bupyeong 3-dong, Sangok 3·4-dong, Sijung 1·2-dong). The existing ordinance was thoroughly revised due to criticism that it did not adequately reflect the changing local government environment and the research needs of council members.

The core of the revision is to enhance the effectiveness of research by strengthening the requirements for forming research groups. First, the minimum number of members required to form a research group has been increased from 3 to 5. This measure aims to ensure that research focuses on local issues that resonate with multiple council members rather than being limited to the interests of specific members.

To prevent the dispersion of council members' research activities, the principle of 'one member, one research group' has also been codified. This means that each council member can only participate in one research group per year, encouraging selection and concentration.

Formal administrative procedures have been relaxed. The requirement for mandatory submission of interim reports, which was previously obligatory, has been removed to allow a shift from document-centered operations to a focus on actual policy research and field activities.

During the deliberation process of the ordinance, questions arose regarding the effectiveness of operating research groups. Some council members pointed out that increasing the number of members could make it difficult for first-term councilors to participate, raising the need for enhanced subject-centered expertise review. In response, Councilor Yoo stated that the operation should aim to improve the quality of research projects by expanding the participation of external experts.

The ordinance also includes a provision to limit the registration of new research groups in years with local elections. When it was pointed out that council members who take office in July might wish to engage in research activities, Councilor Yoo explained that this measure considers the unstable research environment during election years, which could lead to formalistic operations.

Councilor Yoo interprets the ordinance revision as a commitment to create a structure where research results lead to actual ordinance enactment and policy implementation, rather than merely increasing the number of research groups. It signifies the intention to establish council research activities as a core pillar of policy capacity enhancement and to redefine the functions of the council.
