Yoo Jeong-ok, Bupyeong District Councillor, Completely Revises the Ordinance on Support for Councillor Research Groups

The Bupyeong District Council has completely revised the ordinance on support for councillor research groups to institutionally strengthen the policy research activities of its members. The aim is to enhance the policy production function beyond mere administrative oversight.

During the recent 274th extraordinary session, the Bupyeong District Council's Operating Committee approved the original proposal of the 'Comprehensive Revision of the Ordinance on the Formation and Support of Councillor Research Groups' put forward by Councillor Yoo Jeong-ok (People Power Party·Bupyeong 3-dong, Sangok 3 and 4-dong, Sipjeong 1 and 2-dong). The existing ordinance was thoroughly revised due to criticisms that it did not adequately reflect the changing local government environment and the research needs of councillors.

The core of the revision is to strengthen the requirements for the formation of research groups to enhance the effectiveness of research. Firstly, the minimum number of members required to form a research group has been increased from 3 to 5. This measure aims to ensure that research is conducted around local issues that resonate with multiple councillors, rather than being limited to the interests of specific individuals.

To prevent the dispersion of councillors' research activities, the principle of 'one person, one research group' has also been formalised. This means that each councillor can only participate in one research group per year, encouraging a focus on selected areas.

Formal administrative procedures have been relaxed. The requirement to submit interim reports, which was previously mandatory, has been removed, allowing for a shift away from document-centric operations to a focus on actual policy research and field activities.

During the deliberation of the ordinance, questions arose regarding the effectiveness of operating research groups. Some councillors pointed out that increasing the number of members could make it difficult for first-term councillors to participate, raising the need for enhanced subject-focused expertise. In response, Councillor Yoo stated that the operation should aim to improve the quality of research projects by expanding the participation of external experts.

A provision was also included to restrict the registration of new research groups in years with local elections. When it was pointed out that councillors who take office in July might wish to engage in research activities, Councillor Yoo explained that this measure was taken considering that stable research activities are difficult in election years, which could lead to formalistic operations.

Councillor Yoo interprets the ordinance revision as a commitment to creating a structure where research results lead to actual ordinance enactment and policy implementation, rather than merely increasing the number of research groups. It signifies a determination to establish councillor research activities as a core pillar of policy capacity enhancement and to redefine the role of the council.
