The Incheon Yeonsu District Council Planning and Welfare Committee (Chairperson Kim Young-im) held its first meeting of the 277th extraordinary session on the 30th and reviewed and approved 7 ordinances including the 'Ordinance to Enhance the Effectiveness of Gender-Responsive Budgeting' and 1 report.

On this day, the committee approved the 'Ordinance to Enhance the Effectiveness of Gender-Responsive Budgeting' proposed by member Lee Hyung-eun. This ordinance aims to establish specific operational guidelines that move away from the previous method that relied solely on government directives, and to create a system that analyzes gender equality in benefits during budget preparation and reflects it in the next budget. Chairperson Kim Young-im urged, "Please prepare measures that can achieve actual policy effects beyond just indicating them in the budget document."

During the review of the 'Partial Amendment to the Local Public Officials Staffing Ordinance', the issues of cooperation between the council and the executive branch and personnel expansion became points of contention. Members Kim Guk-hwan and Jang Hyun-hee continuously demanded the recruitment of specialized personnel in the council secretariat to enhance its expertise, pointing out that this has not been realized, and urged that the council be recognized as a true partner in local governance. In response, Planning and Budget Office Director Lee Sung-won stated, "There are difficulties in adjusting personnel costs and staffing according to the Ministry of the Interior and Safety's standards, but we will actively consider the council's opinions during future organizational diagnosis and restructuring."

Regarding childcare welfare, the issue of the shortage of 'I Love Children Dream Center' facilities in Songdo International City was raised. When member Kim Guk-hwan asked about the need for facility expansion in the new city where young people are concentrated, Jang Hee-kyung, the head of the Childbirth and Childcare Division, stated, "Currently, we are operating 5 facilities each in the old city and Songdo, but we have confirmed that the demand for use in Songdo is very high," and added, "We will consider additional installations in the long term."
