Bupyeong District Council Member Kim Sook-hee: "Parking Sharing Agreement Rate Relaxation to 50% Must Lead to Practical Opening"

At the Incheon Bupyeong District Council, it was pointed out that administrative power should be focused to ensure that the relaxed 'parking sharing' system does not become ineffective in the field to alleviate parking difficulties in the old downtown area. Along with this, strong demands were made for compliance with basic administrative principles, such as the disinfection management of sports facilities directly related to public health and the lawful posting of political party banners.

During the 4th Urban Environment Committee report of the 274th Bupyeong District Council temporary meeting held on the 2nd, Council Member Kim Sook-hee (People Power Party·Galsan 1·2-dong, Samsan 1-dong) focused on checking the current issues of the district government against the Parking Guidance Division, the Parks and Greenery Division, and the Facility Management Corporation.

Council Member Kim first mentioned the relaxation of the resident agreement rate for the privately led parking sharing activation project from the previous 80% to 50%, emphasizing that "there have been many cases that were canceled due to hitting the wall of resident agreement, so active promotion to the residents' representative meetings and management offices is necessary, especially in areas with serious parking difficulties like Galsan 2-dong."

Additionally, regarding the district's extension of the lunch hour enforcement grace period starting from 11:30 AM, she pointed out that "it is not enough to just promote the grace period; guidance on the 'six major illegal parking prohibition zones' that are subject to safety reporting should also be provided," and stressed that "we must prevent conflicts and complaints among residents due to lack of guidance in advance."

Issues related to facility management directly connected to citizen safety and health were also brought to the table. Council Member Kim questioned the chairman of the Facility Management Corporation about the disinfection status of the National Sports Center and the Southern Sports Center, stating, "There have been reports that prohibited external alcohol-based products are being used," and demanded the submission of all materials regarding the selection and execution of disinfection products for the next five years.

Regarding park administration, she pointed out the inconvenience to residents caused by the expansion of the vegetable garden area in Galsan Neighborhood Park, ordering that "to ensure that the original purpose of the park as a resting space for residents is not compromised, the appropriateness of the park development plan should be re-evaluated in consultation with the Climate Change Response Division."

Finally, Council Member Kim criticized the issue of political party banners to the Urban Landscape Division and the Facility Management Corporation. She stated, "Political parties that should adhere to laws and principles must refrain from indiscriminately hanging banners in places other than designated posting areas," and urged that "the administration should first set an example and thoroughly supervise to establish a culture of political parties that adhere to the basics."
