Kim Sook-hee, Bupyeong District Council Member: "Smart Disaster Transmission, AI Function Integration, and Future-Oriented Review Needed"

Kim Sook-hee, a member of the Incheon Bupyeong District Council (People Power Party·Galsan 1·2-dong, Samsan 1-dong), emphasized that the introduction of a smart disaster management system should go beyond simple implementation and enhance technical completeness, including the integration of artificial intelligence (AI), to prevent budget waste. She also called for careful administration regarding the improvement of the environment for the autonomous crime prevention team and the production of flood trace maps to protect residents' property rights.

During the third meeting of the Urban Environment Committee at the 274th Bupyeong District Council temporary session held on January 30, Council Member Kim Sook-hee focused on checking the effectiveness of the newly proposed 'smart situation transmission system'.

Council Member Kim stated, "Currently, systems introduced in other local governments, such as Seo-gu, have advanced to the level where AI automatically transmits information to the police and fire department when CCTV captures a situation," and pointed out, "If it only remains at the level of linking videos, there is a concern about duplicate budget input when introducing AI functions in the future." She continued, "In disaster situations, just a few minutes can mean life or death, so a thorough review that can drastically reduce accuracy and time must precede this."

She also criticized the poor working conditions of the autonomous crime prevention team serving for local safety. Referring to the autonomous crime prevention team post in Samsan 1-dong, she questioned, "Is it right to leave those who are struggling for resident safety in a container box without electricity during the cold winter?"

Council Member Kim urged, "The respect for those who voluntarily help with the tasks that the district office should be doing is too insufficient," and strongly called for the responsible officials to go directly to the field to understand the reality and prepare active support measures instead of just providing verbal reports.

Regarding the production of 'flood trace maps' that record areas affected by heavy rainfall, she raised concerns about the infringement of residents' private property rights. Council Member Kim stated, "If information about flooded areas is made public, residents may strongly oppose it due to concerns about falling property values," and demanded a cautious approach regarding the scope and method of information disclosure.

In particular, Council Member Kim emphasized, "There are cases in other local governments where data from seven years ago has become useless due to climate anomalies," and added, "As the terrain changes due to urban development, the direction of flooding also changes, so a periodic update system must be established to ensure that maps created with huge budgets do not become outdated data."

Meanwhile, regarding the establishment of the 'Sidewalk Maintenance Improvement Plan' with the Road Division, Council Member Kim praised it as "excellent administration that shows a willingness to save budget by reflecting the suggestions of council members," while concluding her inquiries with a request to discuss the issue of illegal cultivation sites next to the Gyeongin Expressway in Samsan 1-dong with the city waterworks headquarters to create a walking path.
