Kim Sook-hee, Bupyeong District Council Member, "We must thoroughly examine the effectiveness relative to budget input... Administration without resident communication is unilateral"

Kim Sook-hee, a Bupyeong District Council member (People Power Party·Galsan 1·2-dong, Samsan 1-dong), has sharply focused on the effectiveness issues of major livelihood projects in Bupyeong District, strongly urging a shift from administration-centered governance to policies that prioritize resident communication and field-centered approaches.

On the 28th, during the economic support department's report, Council Member Kim concentrated on reviewing the completion measures for the 'Commercial District Renaissance' project, which has entered its fifth year. She pointed out, "A massive budget of 8 billion won has been invested in this project, which is set to conclude this year, yet there is a lack of concrete data regarding its contribution to merchants' sales increases or their satisfaction levels."

In particular, mentioning the low rental rate of the digital commercial center, she emphasized, "Given the concerns about low effectiveness relative to budget expenditure, we need to consider ways to ensure that the remaining period leads to actual profits for the merchants."

Regarding the local issue of 'large stray dog protection,' she also called for proactive administration. She pointed out that the large stray dogs in Bupyeong District are currently entrusted to facilities located in Paju, Gyeonggi Province, stating, "This is not just a problem for Bupyeong District, given the clear limitations in distance and time. We must encourage collaboration with Incheon City and other districts to establish a city-level protection facility."

During the subsequent climate change response inquiry, Council Member Kim engaged in a heated debate with the department head over complaints regarding urban agriculture plots in Galsan Neighborhood Park. She stated, "Local residents are suffering from odor, pests, and waste issues, yet the department's responses are excessively administrative in nature," and added, "Meeting with a few residents' council members is not the entirety of communication."

When the department head responded that "the complaints may stem from dissatisfaction among those who were not selected due to high competition," she strongly criticized, saying, "The department that should be persuading residents is instead fostering conflict. Rather than trying to persuade council members, show a sincere attitude by going directly to the field and holding public hearings with residents."

Meanwhile, regarding the renewable energy convergence support project, Council Member Kim requested, "Please work closely with Incheon City to ensure transparency in the selection process of companies to avoid fairness issues," concluding her inquiry.
