Kim Sook-hee, Bupyeong District Councillor, "We must thoroughly assess the effectiveness against budget input... Administration without resident communication is unilateral"

Kim Sook-hee, Bupyeong District Councillor (People Power Party·Galsan 1·2-dong, Samsan 1-dong), has targeted the effectiveness issues of major livelihood projects in Bupyeong District, strongly urging a shift from administration centred on the authorities to policies that focus on resident communication and field-based approaches.

During the economic support department's report on the 28th, Councillor Kim focused on reviewing the completion measures for the 'Commercial District Renaissance' project, which has entered its fifth year. Councillor Kim pointed out, "A massive budget of 8 billion won has been invested in this project, which is set to conclude this year, yet there is a lack of concrete data regarding its contribution to increasing merchants' sales or their satisfaction."

In particular, mentioning the low rental rate of the digital commercial centre, she emphasised, "Given the concerns about the low effectiveness relative to the budget spent, we need to consider ways that can lead to actual profits for merchants during the remaining period."

Regarding the local issue of 'large stray dog protection', she also called for proactive administration. Pointing out that the large stray dogs in Bupyeong District are currently entrusted to facilities in Paju, Gyeonggi Province, she stated, "This is not just a problem for Bupyeong District, given the clear limitations of distance and time. We must encourage collaboration with Incheon City and other districts to establish a city-level protection facility."

During the subsequent climate change response questioning, Councillor Kim engaged in a heated debate with the department head over the urban agriculture allotment complaints in Galsan Community Park. Councillor Kim remarked, "Local residents are suffering from odours, pests, and waste issues, yet the department's responses are excessively administrative in nature," and added, "Meeting a few residents' council chairs is not the entirety of communication."

In particular, when the department head responded that "the complaints may be from those who were unsuccessful due to high competition," she strongly rebuked, saying, "The department that should be persuading residents is instead showing an attitude that fosters conflict. Rather than trying to persuade the councillors, show a sincere attitude by going directly to the field and holding resident public hearings."

Meanwhile, regarding the renewable energy convergence support project, Councillor Kim requested, "Please work closely with Incheon City to ensure transparency in the selection process of companies to avoid fairness issues," concluding her questioning.
