
Lee Hyung-eun, a member of the Yeonsu District Council (Independent, Songdo 1, Songdo 3), requested safety management and programme effectiveness during the main business report of the Planning and Welfare Committee at the 277th Yeonsu District Council temporary meeting held on February 2 regarding the operation plan for the ‘One-Day District Office Tour Programme’.
In relation to the tour programme listed on page 93 of the business report, the councillor asked, “Could you explain how it will be operated, who the target audience is, and how many times it will be held?” In response, the head of the Songdo Administrative Department explained, “It is aimed at first-year middle school students in Yeonsu District, starting from the second office and sequentially touring the Youth Training Centre, International Library, Yeonsu District Office main building, and the council.”
The tour programme is structured to visit several institutions in one day, linking the first and second offices, with a goal of operating once a month. Regarding the demand survey, it was stated, “As of the end of last year, only two schools expressed their intention to participate, but we plan to send official documents to 20 middle schools in the district in February to assess demand.”
The councillor also inquired about the differentiation from the existing council tour programme. The head of the Songdo Administrative Department replied, “While the existing programme is council-centric, this new programme focuses on experiencing the overall administration of Yeonsu District.”
The councillor particularly emphasised student safety issues. He pointed out, “Since the schedule involves moving to several places in one day, preparations for accident risks are necessary,” and stressed, “Thorough plans for insurance and safety management must be established.” The head of the Songdo Administrative Department stated, “We believe insurance is necessary and will prepare to ensure that students can tour safely.”
Additionally, the councillor raised concerns about the educational depth of the programme, stating, “The method of briefly visiting several locations could lead to a superficial experience.” He also suggested, “Since the schedule includes a visit to the council, it would be good to coordinate with the councillors in advance to include a meeting or communication programme with them.”
In response, the head of the Songdo Administrative Department said, “We will consider such aspects during the programme implementation process.”
Finally, the councillor urged, “As the initiative itself is a good project, please prepare thoroughly for both safety and content.”
