Lee Hyung-eun, a member of the Yeonsu District Council (Independent, Songdo 1, Songdo 3), requested safety management and program effectiveness during the major business report of the Planning and Welfare Committee at the 277th Yeonsu District Council temporary session held on February 2 regarding the operation plan for the 'One-Day District Office Tour Program'.
In relation to the tour program listed on page 93 of the business report, he inquired, "Please explain how it will be operated, what the target audience is, and how many times it will be conducted." In response, the Songdo Administrative Department head explained, "It is aimed at first-year middle school students in Yeonsu District, starting from the second office and sequentially touring the Youth Training Center, International Library, Yeonsu District Office main building, and the council."
The tour program is structured to visit multiple institutions in one day, linking the first and second offices, with a goal of operating once a month. Regarding the demand survey, he stated, "As of the end of last year, only two schools expressed their intention to participate, but we plan to send official documents to 20 middle schools in the district in February to assess demand."
Lee also questioned the differentiation from the existing council tour program. In response, the Songdo Administrative Department head said, "While the existing program is council-centered, this program focuses on experiencing the overall administration of Yeonsu District."
Lee particularly emphasized student safety issues. He pointed out, "Since the schedule involves moving to several places in one day, preparations for accident risks are necessary," and stressed, "Thorough plans for insurance coverage and safety management must be established." The Songdo Administrative Department head stated, "We believe insurance coverage is necessary and will prepare to ensure students can tour safely."
Additionally, Lee raised concerns about the educational depth of the program, stating, "The method of briefly visiting several locations could lead to superficial experiences." He also suggested, "Since the schedule includes a visit to the council, it would be good to coordinate with council members in advance to include a meeting or communication program with them."
In response, the Songdo Administrative Department head said, "We will consider such aspects during the program's implementation process."
In conclusion, Lee urged, "Since the intention itself is a good project, please prepare thoroughly for both safety and content."
