Councillor Choi Sook-kyung (Democratic Party, Seonhak, Yeonsu 2, 3, Dongchun 3) of the Yeonsu District Council advised during the Smart Innovation and Work Report held on the 2nd that the ‘Yeonsu District Data Platform Construction Project’ must be filled with thoroughly user-centric content to avoid becoming a ‘ghost platform’ that residents ignore. Councillor Choi mentioned the failure cases of other local governments and warned against provider-centric administration that merely lists internal data.

Councillor Choi strongly asserted, “There are many cases where platforms created with budgets of hundreds of millions of won become useless due to insufficient user numbers,” adding, “When residents open the platform, real-time information directly related to their lives, such as available spaces in public parking lots or the status of the nursery where my child is waiting, must be provided immediately.”

He also emphasized the importance of strategic promotion to activate the platform. Councillor Choi stated, “No matter how good the platform is, it is meaningless if residents are unaware of it,” and ordered, “Collaborate actively with the Public Relations and Communication Office to conduct diverse promotional marketing through KakaoTalk notifications and local communities so that residents can feel the platform's usefulness.”

In response, Park Jeong-soo, the head of the Smart Innovation Department, said, “We will prioritise opening data in the 10 areas with the highest preferences through resident demand surveys and improve the interface so that it can be intuitively checked on mobile devices.” Councillor Choi reiterated, “Do not forget that the success of the platform depends not on the convenience of the administrators but on the utilisation by the residents.”
