
Choi Sook-kyung, a council member from the Yeonsu District Council (Democratic Party, Sunhak, Yeonsu 2, 3, Dongchun 3), advised during the Smart Innovation and Work Report held on the 2nd that the 'Yeonsu District Data Platform Construction Project' must be filled with thoroughly user-centered content to avoid becoming a 'ghost platform' that residents ignore. She warned against provider-centered administration that merely lists internal data, citing failed cases from other local governments.
Choi stated, “There are many cases where platforms created with budgets of hundreds of millions of won become useless due to insufficient user access,” and strongly asserted, “When residents open the platform, real-time information directly related to their lives, such as available spaces in public parking lots or the status of the daycare where their child is waiting, must be provided immediately.”
She also emphasized the importance of strategic promotion to activate the platform. Choi remarked, “No matter how good the platform is, it means nothing if residents are unaware of it,” and ordered, “Collaborate actively with the Public Relations and Communication Office to conduct diverse promotional marketing through KakaoTalk notifications and local communities so that residents can feel the platform's usefulness.”
Park Jeong-soo, the head of the Smart Innovation Department, responded, “We will prioritize opening data in the top 10 fields preferred through resident demand surveys and improve the interface so that it can be intuitively checked on mobile devices.” Choi reiterated, “Do not forget that the success of the platform depends on the residents' utilization, not the convenience of the administrators.”
