Park Soo-yeon of Michuhol District Council Raises Concerns Over 'Food Waste Reduction Device Support' Duplicate Funding in Resident Participation Budget

Incheon Michuhol District Council Member Park Soo-yeon (People Power Party, Yonghyeon 5, Hakik 1, Gwangkyo, Munhak) raised concerns about the duplication of the resident participation budget with existing general projects and called for thorough demand management.

During the 293rd Michuhol District Council temporary meeting held on the 28th, Council Member Park pointed out that the 'Food Waste Reduction Device Support Project' was included in the resident participation budget (online proposal) items. This project is currently being implemented by the Resource Circulation Division, matching national and district funds at a 50-50 ratio.

Council Member Park questioned, "Despite being a project already promoted by the Resource Circulation Division, what is the reason for it being separately allocated in the resident participation budget?" highlighting the ambiguity of the budget structure. In response, a district official stated, "Although there is high public support, the existing budget is limited, so residents who want more support proposed it online to secure additional funding."

Furthermore, Council Member Park expressed doubts about the efficiency of budget execution. He noted, "In past cases, budget consumption was slow until the second half of the year, and it was only completed after September," and questioned whether accurate data on actual applicants and unpaid amounts were secured, rather than just relying on perceived popularity metrics.

The additional 30 million won increased through this resident participation budget will benefit a total of 100 people with up to 300,000 won each. Considering the nature of the project that designates specific companies or items, Council Member Park urged for meticulous post-management and transparent operation to prevent waste of taxpayers' money.
