Yoo Jeong-ok, Bupyeong District Council Member, "The Importance of Tangible Results After the Legal Cultural City Ends... We Need to Datafy Artists' Activities"

As the establishment of a self-sustaining cultural policy unique to Bupyeong District has emerged as a topic following the end of the legal cultural city project, there have been calls to manage intangible cultural and artistic achievements with objective indicators.

Yoo Jeong-ok, Bupyeong District Council Member (People Power Party·Bupyeong 3-dong, Sangok 3·4-dong, Sipjeong 1·2-dong), emphasized during the administrative welfare committee report at the 274th extraordinary session held on the 29th, "Despite the significant budget invested in music cities and legal cultural city projects, there are criticisms that residents feel a lack of tangible results. It is necessary to systematically datafy the achievements of Bupyeong artists participating in city-level or higher public projects or engaging in external activities."

She stated, "While the value of culture and arts does not only remain in visible outcomes, objective statistics must support gaining residents' empathy and ensuring the sustainability of projects." In response, the head of the Bupyeong Cultural Tourism Department said, "We will actively consider ways to quantify the activity data of artists."

Yoo also addressed the issue of the 'municipal small libraries,' which have faced operational efficiency controversies. She pointed out, "Some of the six currently operating municipal small libraries have an average of only 8 visitors per day, and we need to check whether the local residents' council has been left to manage them while the department has been neglectful. We should consider revitalization measures through location characteristics and program development."

Questions about the progress of the 'Bupyeong Tourist Hotel donation space (gallery and citizen communication space),' which is a local concern, also followed. Yoo urged for prompt budget allocation, stating, "There are concerns that the project may be delayed as interior costs have not been allocated in the main budget." A district official stated, "We are currently applying for special grants from the city and will do our best to start construction in the first half of the year so that residents can use it in the second half."

Additionally, Yoo instructed the finance department to conduct a thorough investigation of the 'Dong Cheongsa's aging condition' with experts to ensure it does not remain a mere formal check, encouraging proactive administration from public officials.
