Yoo Jeong-ok, Bupyeong District Councillor, "The Importance of Tangible Outcomes After the Legal Cultural City Project Ends... We Need to Datafy Artists' Activities"

As the establishment of a self-sustaining cultural policy unique to Bupyeong District has emerged as a key issue following the conclusion of the legal cultural city project, there have been calls to manage intangible cultural and artistic outcomes with objective indicators.

Yoo Jeong-ok, Bupyeong District Councillor (People Power Party·Bupyeong 3-dong, Sangok 3·4-dong, Sipjeong 1·2-dong), emphasised during the administrative welfare committee report at the 274th extraordinary session held on the 29th, "Despite significant budgets being invested in music cities and legal cultural city projects, there are criticisms that residents feel a lack of tangible outcomes. It is necessary to systematically datafy the achievements of Bupyeong artists participating in city-level competitions or engaging in external activities."

Councillor Yoo stated, "While the value of culture and arts does not solely remain in visible results, objective statistics must support gaining the empathy of residents and ensuring the sustainability of projects." In response, the head of the Bupyeong Cultural Tourism Department said, "We will actively consider ways to quantify the activity data of artists."

Councillor Yoo also addressed the issue of the 'municipal small libraries', which have faced operational efficiency controversies. She pointed out, "Some of the six currently operating municipal small libraries have an average of only eight visitors per day. We need to check whether the local residents' council has been left to manage them while the department has been neglectful, and we should consider activation measures through location characteristics and program development."

There were also inquiries about the progress of the 'Bupyeong Tourist Hotel donation space (gallery and citizen communication space)', which is a local concern. Councillor Yoo urged for prompt budget allocation, stating, "There are concerns that the project may be delayed as interior costs have not been allocated in the main budget." A district official responded, "We are currently applying for special grants from the city and will do our best to start construction in the first half of the year so that residents can use it in the second half."

Additionally, Councillor Yoo instructed the finance department to ensure that the 'Old District Office Condition Survey' is conducted thoroughly with experts rather than being a mere formal check, and encouraged proactive administration from public officials.
