Councillor Hwang Suk-kyung of Michuhol District, "Instead of showy self-sufficiency and job creation projects, we need to enhance 'field-customised' effectiveness"

Councillor Hwang Suk-kyung (People Power Party, proportional representative) of Michuhol District Council made a sharp field diagnosis of the district office's major welfare projects and strongly urged for the enhancement of administrative effectiveness.

During the 293rd extraordinary session of the Michuhol District Council's Welfare and Construction Committee held on the 28th, Councillor Hwang first targeted the operational issues of the 'side dish shop', part of the self-sufficiency work project. Councillor Hwang stated, "Upon visiting the site directly, I found that despite being near the market, the price competitiveness is lacking and the appeal of the cooking process is insufficient," and emphasised, "The newly opening second branch must go beyond simple operation and conduct thorough market research and supplementary measures to prevent waste of taxpayer money."

There was also criticism regarding the qualitative decline of the elderly job placement project. Councillor Hwang mentioned complaints raised by parents during the recent visit of the district mayor, stating, "Elderly individuals conducting traffic guidance do not even properly understand how to use safety flags, which puts children at risk," and added, "We urgently need focused job training of about 10 to 15 minutes that is suitable for actual field work, rather than just filling time with simple training."

The criticism of poor management of public assets was also sharp. Councillor Hwang referred to organisations using public facilities such as senior centres for free, stating, "If they are using space for free, they must create corresponding social value," and urged, "We must conduct a comprehensive investigation starting with organisations nearing the end of their lease period to strictly assess the appropriateness of free usage."

In addition, Councillor Hwang meticulously checked issues closely related to the daily lives of residents, including ▲ the target and vocational training status of the youth parent support project ▲ the efficiency of substitute personnel operation due to the childcare teacher's sabbatical leave system ▲ the replacement of sterilisation devices at water fountains and preparation of manuals for water quality accidents ▲ installation of covers for outdoor toy collection boxes.

Councillor Hwang stated, "The answer to all policies lies in the field," and requested, "Rather than merely increasing the number of projects, please implement substantial welfare administration that allows even a single resident to truly feel the benefits."
