Han Seong-min, Yeonsu District Councillor (People Power Party, Seonhak, Yeonsu 2, Yeonsu 3, Dongchun 3), reviewed the effectiveness of job policies and the completion process of the Yeonsu Sports Centre construction project during the main business report of the Planning and Welfare Committee at the 277th Yeonsu District Council temporary meeting held on February 2.
Councillor Han focused on the newly introduced general security guard training course and the hospital companion manager qualification course related to the core project reported as the 'tailored employment support program for different classes'. He evaluated, “The direction of transitioning from theoretical education to practical training that can be immediately applied in the field is very desirable.”
Regarding the hospital companion manager course, he stated, “Since the qualification is issued through a professional qualification verification agency rather than an administrative body, it will have high reliability and applicability,” giving it a positive assessment. He also mentioned that the general security guard course, “The method of simultaneously promoting legal re-education and employment linkage can provide practical help to job seekers.”
However, Councillor Han pointed out that a detailed review is necessary regarding the structural changes in the employment support target. He emphasized, “In 2025, the project targeted five classes, but this year it has been reorganised into three categories: women, middle-aged, and new middle-aged. As the youth and specialised high school target projects have been excluded, clear guidance and supplementation are needed to prevent policy gaps.”
He particularly mentioned the overlap between the middle-aged and new middle-aged age groups, stating, “Sufficient explanations and guidance should be provided at the recruitment announcement stage so that participants can choose the appropriate course for themselves.”
In the subsequent inquiries, a review of the Yeonsu Sports Centre construction project was conducted. Councillor Han stated, “The reported construction progress rate was 58.82% as of December last year, but as of February, it has been confirmed to be about 70% complete,” and added, “As the exterior construction is entering the final stage, defect management is crucial.”
He specifically focused on the ventilation and air conditioning systems related to the swimming pool facilities, which had high demand from residents. Councillor Han emphasized, “Since the swimming pool is a facility with high costs and maintenance burdens, differentiated construction methods and ventilation systems must be thoroughly verified during the trial operation process from the design stage.”
He also requested, “Please consider conducting defect inspections at the departmental level before the management authority is transferred, rather than after completion, and involve residents in on-site inspections,” stating, “The Yeonsu Sports Centre should be a facility that residents can use with satisfaction for a long time.”
