Lee Ik-sung, Bupyeong District Councillor (People Power Party·Bupyeong 2, 5, 6-dong, Bugae 1-dong, Ilshin-dong) called for proactive and preemptive administration from the district office regarding the poor management of old public buildings due to extreme climate change and the ongoing conflict over the GTX-B line, which is the district's most pressing issue.

During a report on the planning and budget on the 28th, Councillor Lee stated, "Due to abnormal weather such as the recent El Niño, the heating and cooling systems of old government buildings, including the Dong Administrative Welfare Centre, are frequently breaking down," and strongly criticized, "It is a ridiculous situation where even events attended by the district mayor are held in a cold room due to lack of repair funds."

In particular, Councillor Lee emphasized, "Even if we apply for emergency repair funds, it takes months for grants to be approved, leading to a serious administrative misalignment where 'budgets applied for in cold weather are released in hot weather,'" urging the establishment of flexible financial management measures in preparation for the climate crisis, such as budget allocations for comprehensive project costs.

In a query to the communication office, he directly addressed the issue of the installation of the GTX-B ventilation shaft near Baegun Station. Councillor Lee remarked, "Due to the construction being carried out for convenience, trees in Baegun Park are being cut down, and residents are camping out in tents during the harsh winter," stressing that the communication office should go beyond simple monitoring and activate a systematic public conflict management system to mediate and ensure residents do not feel alienated.

Regarding the hot topic of the specific audit of the self-sufficiency centre, he reaffirmed procedural transparency. Through a Q&A with the auditor, Councillor Lee secured a commitment that, while adhering to legal procedures such as the objection period, a final report that residents can accept will be provided by March 23, before the next temporary session.

Additionally, Councillor Lee requested thorough checks on closely related livelihood issues, including ▲maximizing the use of media glasses by the publicity office ▲complete replacement of outdated 'I Learning Centre' computers (2015 model) ▲improving the verification process for benefits of the unmanned control system in public parking lots, urging for substantial progress in work execution.
