The Operations Committee of Yeonsu District Council (Chairman Park Min-hyup) has completed the maintenance of ordinances related to organizational restructuring and improvements to enhance the efficiency of council operations, officially beginning preparations for the launch of the 10th council.
On February 2, the Yeonsu District Council held the first meeting of the 277th temporary session of the Operations Committee, reviewing five ordinance proposals and the major work report for 2026 from the Council Secretariat. During this meeting, all ordinance amendments related to organizational restructuring, including allowances for tests, travel expenses, committee operations, and legislative/legal advisory operations, were passed as originally proposed.
The comprehensive maintenance plan for ordinances due to organizational restructuring includes changing the designation method for committee secretaries from the existing 'designated team' to 'nominated by the chairperson from among 6th-grade public officials'. This aims to enhance the flexibility of council operations and administrative efficiency.
The complete amendment proposal for the allowance payment ordinance clarifies the criteria for test allowances based on the Local Public Officials Appointment Act, allowing the chairperson to autonomously determine allowances within the budget. The amendment proposal for travel expense payments specifies the criteria for regular business travel expenses, reflecting the recommendations for improvement from the Anti-Corruption and Civil Rights Commission.
During the review process of the partial amendment proposal for the committee ordinance, the issue of standardizing the names of administrative agencies was mentioned. Council member Kim Guk-hwan pointed out, "The signs for the Dong Administrative Welfare Center and the Resident Center are mixed, causing confusion for foreigners and residents," and emphasized the need for improvements in on-site signage along with ordinance maintenance, to which the Council Secretariat stated it would make a recommendation to the executive branch.
The meeting also included a major work report for 2026 from the Council Secretariat. New projects proposed include: △ Improvement of the council office environment △ Subscription to ChatGPT for AI-based policy administrative support △ Preparation projects for the opening of the 10th Yeonsu District Council.
In particular, regarding the ChatGPT subscription project, Vice Chairman Gi Hyung-seo stated, "In preparation for an AI-based administrative environment, we need to expand individual utilization for committee members and establish a training system as well." Council member Park Jeong-soo suggested that regarding the improvement of the office environment, "It is necessary to secure dedicated meeting spaces for the Operations Committee and create photo zones, thus rearranging the spaces."
Council member Kim Guk-hwan demanded improvements in the operation of council research groups, emphasizing, "We need to enhance the system to enable continuous research rather than one-time studies to achieve substantial policy outcomes."
Chairman Park Min-hyup stated, "It is important to smoothly conclude the 9th council and prepare for the stable launch of the 10th council," and requested, "Please manage any inconveniences and the schedule for the office remodeling without any setbacks."
