The Operations Committee of Yeonsu District Council (Chairman Park Min-hyeop) has completed the maintenance of ordinances related to the reorganisation and improvements to enhance the efficiency of council operations, and has begun preparations for the launch of the 10th council in earnest.
On February 2, the Yeonsu District Council held the first meeting of the 277th temporary session of the Operations Committee, reviewing five ordinance proposals and the major work report for 2026 from the Council Secretariat. During this meeting, all original proposals for the maintenance of ordinances related to reorganisation, including examination allowances, travel expenses, committee operations, and legislative/legal advisory operations, were passed.
The comprehensive maintenance proposal for ordinances related to reorganisation includes a change in the designation method for committee secretaries from the existing 'designated team' to 'designated by the chairperson from among 6th-grade public officials'. This aims to enhance the flexibility of council operations and administrative efficiency.
The comprehensive amendment proposal for the examination allowance ordinance clarifies the criteria for the payment of examination allowances based on the Local Public Officials Appointment Act, allowing the chairperson to autonomously determine allowances within the budget. The amendment proposal for travel expenses reflects the recommendations for improving corruption impact assessments from the Anti-Corruption and Civil Rights Commission, specifying the criteria for regular business travel expenses.
During the review process of the partial amendment proposal for the committee ordinance, the issue of the naming of administrative agencies was mentioned. Council member Kim Guk-hwan pointed out, "The signs for the Dong Administrative Welfare Centre and the Resident Centre are mixed, causing confusion for foreigners and residents," and emphasised the need for improvements in on-site signage along with ordinance maintenance, to which the Council Secretariat stated it would make a recommendation to the executive branch.
The meeting also included a major work report for 2026 from the Council Secretariat. New projects proposed included: △ Improvement of the council office environment △ Subscription to ChatGPT for AI-based policy administrative support △ Preparation for the opening of the 10th Yeonsu District Council.
In particular, regarding the ChatGPT subscription project, Vice Chairman Gi Hyeong-seo stated, "In preparation for an AI-based administrative environment, it is necessary to expand individual use by committee members and establish a training system as well." Council member Park Jeong-su suggested that regarding the improvement of the office environment, "It is necessary to secure a dedicated meeting space for the Operations Committee and create a photo zone, thus rearranging the space."
Council member Kim Guk-hwan demanded improvements in the operation of council research groups, emphasising that "to achieve substantial policy outcomes, the system must be supplemented to enable continuous research rather than one-off studies."
Chairman Park Min-hyeop stated, "It is important to smoothly conclude the 9th council and prepare for the stable launch of the 10th council," and requested that any inconveniences following the reorganisation and the schedule for office remodelling be managed without disruption.
