Incheon Bupyeong-gu is taking steps to significantly improve the image quality of aging intelligent CCTVs and to introduce a smart situation propagation system to strengthen the local safety net. Meanwhile, regarding the recent conflict over the installation of the GTX-B line ventilation shaft due to logging work, voices have been raised pointing out the lack of communication with residents and urging the operation of a substantial consultative body.

During the third report of the Urban Environment Committee at the 274th Bupyeong District Council temporary session held on January 30, Council Member Yoon Gu-young (People Power Party·Samsan 2-dong, Bugae 2·3-dong) focused on enhancing safety management and strengthening residents' right to know.

Council Member Yoon pointed out that "the deterioration of image quality of 95 old CCTVs installed from 2013 to 2015 is causing difficulties for monitoring personnel in their duties," and urged that the project to improve performance from the existing 2 million pixels to 4 million pixels be carried out without any setbacks.

Regarding the newly introduced 'smart situation propagation system', he criticized, "Although 120 million won will be invested to speed up communication between related agencies, the disaster messages delivered to residents are stingy."

Council Member Yoon stated, "While neighboring local governments sent out 31 messages, our district was low in comparison," citing recent cases such as the Cheongcheon-dong house fire, and emphasized, "In social disaster situations, residents must be able to evacuate quickly and be aware, so the operational regulations should be actively interpreted and utilized."

Regarding the conflict over the installation of the GTX-B line ventilation shaft at Baegun Park, which is the biggest issue in the region, sharp criticism of the administrative communication method followed.

Council Member Yoon mentioned, "In the case of Bucheon Sangdong Lake Park, residents produced results of active communication by excluding the installation of a transformer station through a consultative body," and stated, "Even if the ventilation shaft at Baegun Park is a legally required facility, the lack of prior notice during the logging process should not make residents feel 'deceived.'"

In particular, regarding the concerns residents have about the function of the ventilation shaft (air supply) or the use of emergency evacuation stairs, he stated, "A process to clarify misunderstandings based on accurate information must precede," and called for the prompt formation of a consultative body and publicity that meets residents' expectations.

Additionally, Council Member Yoon welcomed the introduction of the 'Civil Defense Education Electronic Notification System' to be implemented from February this year, evaluating it as "a good example that can increase the viewing rate and maximize administrative efficiency with a budget of 22 million won."

He also added regarding the increase in complaints about unfriendliness of city buses and refusal to board, "Do not stop at administrative guidance and fines, but if necessary, public officials should directly board buses during specific times to experience residents' inconveniences and carry out field-centered administration."
