Yoon Gu-young, Bupyeong District Council Member: "Legalizing Night Markets in Traditional Markets... We Need to Revitalize Food Options by Easing Regulations"

Yoon Gu-young, a member of the Incheon Bupyeong District Council (People Power Party· Samsan 2-dong, Bugae 2·3-dong), expressed support for the establishment of the 'Special Regulations for Legalizing Night Markets and Mobile Stalls in Traditional Markets', while emphasizing the need to lower regulatory barriers further for substantial local economic revitalization.

During the second report of the Urban Environment Committee at the 274th Bupyeong District Council temporary session held on January 29, Yoon focused on the recently announced legislative proposal for the 'Special Regulations on the Structure Application of Instant Sales Manufacturing and Processing Facilities in Mobile Sales Forms within Traditional Markets'.

Yoon stated, "The attempt to legalize mobile stalls like night markets, overcoming the legal limitations that have only allowed business operations within buildings, is very encouraging," and added, "As we expect an influx of external tourists due to the restoration of Gulpo Stream, food content is essential."

However, Yoon expressed disappointment that the application scope is limited to 'events organized or sponsored by the district mayor'. He said, "When we hold meetings with the merchants' association, many express that the regulations are overly stringent," and requested, "Please gather opinions and broadly review the application scope so that all six traditional markets in Bupyeong, in addition to Pyeongri-dan-gil (Pyeongsik Restaurant), can benefit."

In response, the Hygiene Department stated, "Considering fairness issues, we will first implement it mainly for events and then review the problems that arise during the operation to gradually expand it."

Questions regarding public safety and health welfare also followed. Yoon urged thorough monitoring and preventive activities regarding the 'False Advertising Monitoring Project for Senior Centers' set to begin in April, stating, "The so-called 'floating bar' that sells health supplements at ridiculous prices to seniors is still a problem."

Additionally, he expressed positive expectations for the paid vaccination project for tetanus and whooping cough, which is scheduled to be implemented at the Bupyeong District Health Center and Cheongcheon Health Center starting in March.

Yoon remarked, "Being able to receive vaccinations that cost between 50,000 to 100,000 won at general medical institutions for only 10,000 to 20,000 won at the health center is a significant benefit for residents," and added, "As this is a good project to protect residents' health without budget burdens, please actively promote it."

Yoon concluded by stating, "I will ensure that policies that lower administrative barriers and protect both residents' wallets and health are established and maintained."
