Kim Dong-min, a member of the Bupyeong District Council (Democratic Party of Korea·Bupyeong 2, 5, 6-dong, Bugae 1-dong, Ilshin-dong), strongly criticized the mismanagement of the Local Self-Support Center, which has a budget of tens of billions of won, and urged for thorough implementation of the ongoing specific audit and fundamental measures to prevent recurrence.

During the administrative welfare committee's report on the auditor's office held on the 28th, Council Member Kim criticized, "Despite serious issues being revealed at the Local Self-Support Center during the last administrative audit, the interim report promised to the council has not been made at all."

He pointed out major corruption allegations at the self-support center, including ▲ signing fragmented contracts for construction payments ▲ receiving comparative estimates from closed companies ▲ payment without a completion report ▲ failure to secure a defect repair execution letter. He emphasized, "It is a clear dereliction of duty that such basic accounting fraud and mismanagement occurred in a facility that receives nearly 10 billion won in subsidies annually."

In response, the auditor stated, "We completed the actual audit by January 23, and we are currently in the process of collecting fact confirmation documents," adding, "There are aspects that make it difficult to disclose contents before confirmation due to audit regulations, but we will derive results and report them transparently by February 20."

Council Member Kim particularly stated, "Simple employee training measures are insufficient," and urged, "Establish strong administrative measures and a systematic recurrence prevention system so that the self-support center can undergo a transformation, ensuring that residents' precious taxes are not wasted."

Meanwhile, Council Member Kim also took issue with the editorial direction of the district's newsletter, 'Bupyeong People', targeting the public relations office. He pointed out, "Looking at the legislative section of the first newsletter in 2026, it includes issues raised during the administrative audit, but the most significant issue regarding the self-support center is not mentioned even once," and emphasized, "It is a serious problem for a public medium to ignore residents' right to know and omit unfavorable content, demanding immediate improvement."
