Concerns have been raised regarding the urban parking lot development project, which involves astronomical budgets, stating that efficient management of existing spaces and transparent budget execution must precede merely increasing the number of spaces.
During the 4th Urban Environment Committee meeting of the 274th Bupyeong-gu Council held on the 2nd, Councillor Yoon Gu-young (People Power Party·Samsan 2-dong, Bugae 2·3-dong) sharply probed the administrative blind spots while receiving major work reports from the Parking Management Division, Urban Landscape Division, and Facility Management Corporation.
Councillor Yoon first mentioned the chronic parking difficulties in Bupyeong-gu, stating, "It costs about 1 billion won to secure one parking space," and emphasised that, given the massive tax investment, practical enforcement should be carried out alongside the acquisition of idle land, such as utilising the Northern Waterworks Office site, as well as removing obstructions in front of homes to secure existing spaces.
He particularly pointed out the loopholes in the parking fine collection system. Councillor Yoon stated, "Despite the enforcement results in 2025 being over 15,000 cases less than the previous year, the amount imposed has actually increased, indicating a significant statistical loss," and demanded, "Clearly explain the reasons for the tens of billions of won difference, even considering pre-payment discounts and acceptance of applications, and submit transparent collection status materials that residents can easily see."
The efficiency issues of facilities that have received massive budgets were also brought to light. Regarding the pedestrian overpass 'Media Glass', which cost over 700 million won, Councillor Yoon remarked, "The visibility issue, where letters are not visible when sunlight shines, remains, and marking it as a non-budget project overlooks the annual operating cost of over 5 million won," and criticised, "Adjusting only the operating hours without improving visibility is a waste of budget."
He then pointed out the inefficient operation of the children's water play area to the Facility Management Corporation. Councillor Yoon stated, "Over 100 million won is spent on maintenance for 3 months of operation, yet for the remaining 8 months, the area is fenced off and access is blocked, which is inefficient," and ordered, "While preventing safety accidents in winter is important, reasonable measures should be found to allow residents to utilise the space even during non-operating periods."
He also voiced criticism regarding the issue of party banners. Councillor Yoon stated, "While the freedom of political activity is guaranteed by law, it is common for even the implementation guidelines regarding letter size (over 5cm) and installation height to be disregarded," and emphasised, "Regardless of political affiliation, do not hide behind legal exceptions and comply with basic installation standards to minimise harm to residents."
In response, relevant departments of Bupyeong-gu stated, "We will immediately improve the identified statistical errors and deficiencies in facility operations and prepare efficient management measures that can enhance resident satisfaction."
