Jang Su-jin, a councillor from Incheon Dong-gu Council (Democratic Party of Korea, Songhyeon 3-dong, Songrim 1, 2, 3, 4, 5, 6-dong, Geumchang-dong), has strongly urged the swift demolition of the 'Songrim Overpass', which obstructs the revitalisation of the local old town and threatens pedestrian safety.
During the first plenary session of the 290th extraordinary meeting held on the 2nd, Councillor Jang pointed out that "the Songrim Overpass has become a structure that disrupts residents' daily lives and hinders urban growth," stating that "the abnormal intersection structure has led to inefficient vehicle movement and repeated risks of pedestrian safety accidents for years."
According to Councillor Jang, once the five surrounding redevelopment projects, including the Songrim 3 district, are completed, approximately 5,300 households and over 13,000 people are expected to move in. He emphasised that "the current road system cannot handle the rapidly increasing traffic demand" and that "the demolition cannot be delayed any longer to prevent the anticipated traffic disaster."
In particular, regarding Incheon City's passive stance on demolition citing a 'B grade safety rating', Councillor Jang dismissed it by saying, "The safety rating is merely a reference indicator." He mentioned the case of the demolition of the Manseok Bypass Overpass, arguing that "a policy decision at the city level is necessary to resolve urban disconnection and restore the old town."
According to the results of the study mentioned by Councillor Jang, if the Songrim Overpass is demolished and converted to a flat intersection, the level of traffic service is expected to improve significantly from the current E and F grades to a C grade. Councillor Jang added, "Incheon City should prioritise the demolition in the '3rd Incheon Road Construction and Management Plan' and establish smart flat intersections to complete a new traffic axis for Dong-gu."
