Incheon City Council Establishes Basis for Support of Mobility Devices for Bedridden Disabled Individuals

A systematic framework has been established to guarantee the right to mobility for bedridden individuals with disabilities, who are unable to move and live in bed within Incheon Metropolitan City.

The Incheon City Council announced that the 'Incheon Metropolitan City Ordinance on Mobility Support for Bedridden Disabled Individuals', proposed by Councillor Park Pan-soon (People Power Party, Proportional), was passed as originally proposed in the Construction and Transportation Committee during the 306th extraordinary session held on the 2nd.

The core of this ordinance is to support bedridden disabled individuals, who are among the severely mobility-impaired and face extreme restrictions on movement, and for whom the use of existing special transportation means such as disabled call taxis has been virtually impossible. The ordinance includes provisions for ▲ conducting a survey on the actual conditions of the mobility rights of bedridden disabled individuals ▲ promoting mobility support projects and defining the target beneficiaries ▲ securing practical means of transportation.

Currently, a significant number of individuals with severe walking disabilities find it difficult to maintain a seated position in a wheelchair and must use portable beds for mobility; however, the existing transportation support system is designed primarily for wheelchair access, causing them significant difficulties in attending medical appointments or going out.

Councillor Park Pan-soon stated, “There was an urgent need for practical means of transportation for bedridden disabled individuals, who are the most marginalised among the severely mobility-impaired,” and added, “I hope this ordinance will create an environment where disabled individuals using portable beds can move safely and conveniently.”
