Councilman Ki Hyung-seo: "Introducing ChatGPT, Security Takes Precedence Over Efficiency... Urging Measures to Prevent Information Leakage"

On the 2nd, Ki Hyung-seo, a member of the Yeonsu District Council (Democratic Party, Songdo 1·3), sharply criticized the project to introduce 'generative AI (ChatGPT) administration' promoted by the district office during the Smart Innovation and Work Report, demanding thorough security measures. While acknowledging the trend of digital transformation, he strongly warned of the risk that sensitive personal information and internal documents handled by administrative agencies could be leaked to external AI servers.

He pointed out, "If public officials indiscriminately use ChatGPT for work efficiency, confidential documents or residents' personal information could be utilized as training data and leak out during the questioning process." He questioned whether Yeonsu District's own 'security guidelines', including the Ministry of the Interior and Safety's directives, are proactively in place before simple usage training.

Additionally, he mentioned the reduction of approximately 300 million won in the smart-related budget compared to last year and checked the efficiency of budget management. He stated, "Just because the budget has decreased, we must not neglect security management," and suggested, "We should consider establishing a secure AI environment or introducing security solutions within the limited budget."

In response, Park Jeong-soo, the head of the Smart Innovation Division, explained, "Currently, we are conducting security training alongside job training and are reviewing separate security platform linkage measures to prevent administrative information leakage." Councilman Ki emphasized, "The success of smart administration comes not from the glamour of technology but from the trust of residents in security."
