Incheon City Council Discusses Utilisation of AI-Based Smart Legislative Activities

The Incheon City Council's member research group 'Smart Legislative Activities Research Group with AI (Representative Member Shin Young-hee)' held a learning meeting on the 27th at the seminar room of the Council's Administrative Safety Committee to share examples of the utilisation of AI-based smart legislative activities and discuss future directions.

This meeting was organised to respond to the need for digital transformation in legislative activities as a result of the rapid advancement of artificial intelligence (AI) and data technologies, and to explore policy and institutional utilisation methods to effectively integrate AI technology throughout the entire legislative process, including legislative and policy analysis and legislative document management.

Attendees included the representative of the research group, Member Shin Young-hee, as well as Members Kim Jong-bae, Han Min-soo, and Jo Hyun-young, along with Na Sung-soo, the CEO of AI and data specialist company Value & Co., and Director Lee Myung-jo.

The theme presentation was conducted under the title 'How Does AI Change Legislative Activities?', introducing practical examples applicable to legislative activities, such as document summarisation using AI, policy document analysis, and data-driven decision support. In particular, explanations followed regarding smart legislative activity models suitable for local council environments and phased implementation methods.

In the subsequent discussion, institutional and technical issues in the process of utilising AI were discussed, along with ethical and security concerns, and the necessity of establishing utilisation standards for applying AI in legislative activities.

Representative Member Shin Young-hee stated, "The legislative environment is already rapidly transitioning to a data-centric, digital-based system," and added, "AI can become a key tool that enhances the professionalism and efficiency of legislative activities beyond being a mere auxiliary means." She further stated, "We will systematically establish an AI-based smart legislative activity model suitable for the Incheon City Council."

Based on the discussions from this meeting, the research group plans to specify the application methods for Incheon-style smart legislative activities and policy and institutional improvement tasks through additional research meetings and field case studies.
